Job Description

This position supports multiple program units in ORC, working directly with the research deans and chairs and have complete responsibility for the day to day operational project management of the program units providing administrative leadership and advance problem solving to support the program units mission. This position performs sponsored program functions associated with the review and submission of proposals with multiple complexities for federal, state and private sponsoring agencies for the program units research grant activities. Oversee post-award administration of sponsored projects, ensuring compliance with sponsor requirements, university policies and procedures, and applicable laws and regulations. This position will report to the Associate Director of Contracts and Grant, Director for Contracts and Grants and/or other appropriate administrator.

Develops and implements research related policies and procedures for the program unit according to UCF and UCF’s Office of Research and Commercialization (ORC) guidelines and Federal regulations in collaboration with the ORC Director and Associate Directors of Contracts and Grants.

Collaborates with Associate Director of Contracts & Grants, research deans/chairs & works directly with external key stakeholders in the development of proposals & projects and ensure smooth operations for program management.

Works in conjunction with ORC Director and Associate Director to ensure timely and accurate post-award accounting of grants and contracts; reviews reconciliation of accounts for compliance of charges in accordance with sponsoring agency/contract conditions and requirements.

Responsible for the management of awards, to verify and ensure ongoing compliance with all applicable regulatory and financial requirements.

In conjunction with ORC CFO, resolve problems and correct any errors in budget management to ensure timely
collection of revenue through accurate presentation of invoices.

Maintains all documentation relating to program unit awards per funding agency record retention policies.

Assist Contracts and Grants senior leadership, research deans/chairs, research investigators with audit analysis, recommendations, and responses related to research. Implements audit recommendations.

Assist Contracts and Grants senior leadership, research deans/chairs, research investigators with the formation of research goals and resolution of research related issues.

Manage contract and grant staff who are responsible for performing university-wide support efforts.

Assist in developing and directing the implementation of administrative procedures affecting sponsored program activities under the direction of the Assistant Director of Contracts & Grants and Director of Contracts and Grants.

Provide leadership, direction, supervision, and training to contract and grant staff.

Advises and assists program investigators in the interpretation of sponsor guidelines, forms, regulations and policies related to proposal and budgetary requirements.

Provide guidance and oversight in the development of the technical proposal, including preparation and content, in coordination with Research Development and other ORC staff, program unit investigators, as necessary.

Ensures that research proposals, related documents and Proposal Transmittal Form special considerations (e.g., budget, cost share, release time, space needs, etc.) are reviewed and approved by appropriate University officials prior to proposal submission to the sponsoring agency or community partner.

Coordinates with research collaborators (e.g., subcontractors, consultants, evaluators, vendors, etc.) to ensure their commitment and eligibility, and that all proposed financial documents (e.g., subcontract budget, vendor quotes, etc.) are current, accurate and complete.

Submits completed proposals to sponsoring agency or community/business partner, ensuring that proposals are current, accurate, complete and in full compliance with sponsor and University policies, procedures and other requirements (including, but not limited to: IRB, IACUC, Environmental Health & Safety, Technology Transfer and Export Control).

Coordinate with other Office of Research and Commercialization divisions to identify, analyze, and resolve complex and difficult issues relating to contract and grant management and administration, including contract and subcontract terms and conditions.

Coordinate General Counsel review of contracts and incorporates General Counsel requirements in contract negotiations.

Reviews, negotiates and executes research and other agreements as required with sponsoring agencies ensuring compliance with university policies and procedures.

Monitors program(s) investigator research activity and reporting to agencies.

Makes recommendations to the senior leadership team regarding policy and procedure revisions to improve contract and grant services.

Serves as official signatory designee on behalf of the University of Central Florida to sign proposals, external research collaboration agreements and all related expenditure documents.

Other duties as assigned.

Minimum Qualifications

Master’s degree in an appropriate area of specialization and two years of appropriate experience; or a bachelor’s degree in an appropriate area of specialization and four years of appropriate experience.

Mastery of legal requirements as they apply to contract and grant review and negotiation • Expertise in the field of contracts and grants • Remains up-to-date with changes and current issues in contracting terms and requirements • Serves as primary liaison with the program unit and sponsoring agencies • Coordinate revisions with investigators, collaborators and ORC • Possess expertise in the administration of state, federal, and private sponsored awards with an excellent understanding of federal regulations pertaining to contracts and grants administration, to include Uniform Guidance, Code of Federal Regulations, Federal Acquisition Regulations, Florida Statutes, UCF Policies and Guidelines, and sponsor-specific requirements • Proficient with Excel and Word • Experience with PeopleSoft Financials is a plus.
