Job Description

State Title: Associate Vice President, Research Program Services

Provides primary support to the Vice President of Research and Commercialization for the administrative oversight of all contract and grant pre-award, award set-up and post-award research administration, including post award accounting functions, and has operational oversight over the compliance, conflict of interest and export control areas. The role is charged with strategic planning, achieving measurable contributions to the ongoing clarity of roles and responsibilities in Research administration functions, streamlined business operations, continuous improvements in administrative communications and accountabilities, preparation of research statistical reporting, fiscal matters involving the Research and Commercialization budget, and partners with the university Human Resources office concerning Research personnel administration.

Develop and maintain strategically directed, scalable, efficient Research administration teams, promoting a culture of high performance and continuous process improvement.

Provide leadership and guidance in establishing and maintaining an appropriate infrastructure for the research enterprise, formulating and implementing goals and objectives.

Directly or through staff promote efforts to improve and simplify research administration, and provide ongoing oversight.

Develop, implement and maintain standard operating procedures and policy for all aspects of research
administration.

Responsible for overseeing all projects/budgets established in Sponsored Research fund groups and oversees staff
managing research related budgets and reporting requirements.

Ensures Research Administration facilitates faculty research while monitoring project activity and ensuring that all project activities comply with applicable laws, regulations, and policies and procedures.

Responsible for research data and/or statistical reports to federal and state agencies, BOG, and to UCF Institutional Knowledge Management, as may be required.

Supervise staff involved with pre- and post-award activities through the life-cycle of a funded project, including proposal review and submission, award review and negotiation, post award financial management, and close-out of the project.

Oversee project audit and any requests related to compliance.

Supervise staff involved with research compliance including conflict of interest, effort reporting, and export control.

Supervise staff managing budgetary duties for the Office of Research and Graduate Studies.

Operationally engages with regard to ORC Human Resource functions within a dual reporting structure and partnership with university Human Resources.

Remain current in research administration policies and procedures and render recommendations regarding policies and procedures pertaining to Research administration, as necessary.

Remain current with Federal Contract and Grant requirements, such as the Federal Office of Management and Budget Circulars, and the Uniform Grant Guidance.

Other Duties as assigned.

Minimum Qualifications

Master’s degree in an appropriate area of specialization and seven years of appropriate experience; or a bachelor’s degree in an appropriate area of specialization and nine years of appropriate experience.

Additional Minimum Requirements
Preferences

10 years research administrator leadership preferred.

Certification in one or more areas of research compliance such as Certified Research Administrator.

Knowledge of relevant federal, state, and local regulations relevant to the conduct of research.

Research administration experience in Higher Ed.

Experience with electronic research administration systems.

Experience with policy development.

Master’s Degree preferred.
