Job Description

Responsible for the budgeting functions and fiscal management of funds for the UCF Office of Research & Commercialization (ORC) with a total operating budget of $60M. Assist in the preparation of monthly financial statements for the various ORC units.

Assist with the planning, development, organizing, implementation, direction and evaluation of the Office of Research & Commercialization’s fiscal function and performance.

Provide financial management, forecasting, and rate development for service centers reporting to ORC including the Ara Drive Research Facility and the Transgenic Animal Facility. Duties include annual budget preparation in collaboration with the facility director and monthly financial reporting. Analyze revenue/expense projections for a catalog of services to ensure rates are within established university norms.

Responsible for managing one or more fiscal and accounting functions and for formulating and recommending policies and procedures to effectively administer such programs. Maintains general and/or subsidiary account ledgers and handles a variety of funds for ORC.

Maintains controls and performs balancing operations on accounting activities for ORC using PeopleSoft. Develops and prepares financial statements and outlooks for presentation to various entities including the Director of Business Operations, other ORC directors, and the Vice President and Dean.

Primary responsibility for generating and maintaining the operating budget for ORC which includes approximately $36M in E&G (state) and $24M in C&G (contract and grant overhead) funds. Works closely with assistant directors of centers and institutes that report to ORC in the budgeting process.

Accurately forecast future overhead earned by analyzing overhead returned in prior years as well as projected growth in extramural funding. Work with budget director to ensure overhead revenue is sufficient to cover ORC’s operational needs as well as provide room for growth and sufficient reserve balances. Make recommendations on possible adjustments to how overhead is returned to ORC, colleges, and units to ensure the above is met.

Works closely with principal investigators and program managers, whose research projects fall under ORC’s umbrella, in managing the fiscal responsibilities of their projects including monitoring, budget and expense transfers, and closeouts.

Routinely prepares journal documents in PeopleSoft to process budget transfer documents as well as transfer expense to appropriate department/project.

Assist staff with current rules and regulations of the University, ORC, and funding agencies. Administer and interpret laws, rules, policies, and procedures. Recommend and assist in implementing changes to ORC guidelines to meet current developments.

Assist with the development, implementing, and interpreting operating procedures in assigned areas of responsibility. Manage refinement and training activities related to ORC financial expenditures and award compliance

Analyzes financial statements, spreadsheets, and reports. Collects and analyzes data as appropriate.
Advises staff and faculty in existing applicable rules, regulations, policies and procedures relating to accounting and research programs.

Maintain a positive, professional relationship and serve as resource to other units on campus including the Budget Office, Finance and Administration, Provost’s Office, and other colleges and units on matters related to C&G administration and ORC’s budget.

Performs other duties as assigned.

Minimum Qualifications

Master’s degree in an appropriate area of specialization; or a bachelor’s degree in an appropriate area of specialization and two years of appropriate experience.

Additional Minimum Requirements

Experience with PeopleSoft preferred.
