Job Description

State Title: Director, Academic Support Services

Overseas the general day-to-day human resources functions for the Office of Research (ORC) to include but not limited to: Faculty and Staff Recruitment, Benefits, Employee Relations, Compensation, Training and Development, Payroll, Benefits, Records and Leaves of Absence. Also supports HR functions involving Employee Relations, Faculty and Staff Recruitment, Compensation, and Training and Development for the Centers and Institutes (i.e., BRIDG, FSEC, IST, AMPAC), and for the College of Graduate Studies. The position directly reports to the Vice President for Research & Graduate Studies, and indirectly to the university’s Executive Director of Human Resources.

Consults and advises the ORC administration and college leadership on sensitive human resource issues (discipline, hiring, promotions, compensation matters, employee relations, etc.) for the purpose of assisting in effective decision making and enforcing all relevant policies, procedures and regulations.

Manages the day-to-day human resources activities for the department and serves as the liaison between the division staff, centers, and institutes at all levels, and the main UCF Human Resources Office.

Serves as part of a department’s management team. Supervises the day-to-day operations and the ORC HR staff. Provides guidance and direction to staff involved in the department’s various engagement activities.

Develops and maintains a collaborative working relationship across the departmental units, including conducting weekly meetings. Analyzes trends and metrics in partnership with departments and centers/institutes to develop programs, initiatives and solutions to emerging issues.

Demonstrates knowledge and maintains currency with regard to legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Ensures that programs and activities comply with university, state, and federal regulations.

Provides information on strategic planning, policy matters, and critical personnel issues to assist both university and ORC HR in developing and implementing the overall departmental strategic plan.

Participate in drafting new, or updating, procedures for HR processes, and provides input with regard to university policies or regulations specifically affecting ORC, or otherwise as may be requested. Provides HR policy guidance and interpretation.

Responsible for job descriptions, processing of documents and collaboration with HR Compensation unit to ensure proper pay practices, competitive salaries and position reclassification reviews are completed properly and timely.

Responsible for all department Graduate Research Assistant recruitment and employment offers. Assists Departments with the implementation of the On Boarding program to retain and develop new employees.

Participates in assisting departments and search committees with the interpretation and implementation of the university faculty hiring guidelines and policies, including the recruitment, interview and selection process.

Responsible for faculty hires in ORC, and assists with faculty hires in the respective centers/institutes. Assists with faculty tenure and joint and secondary appointments. Tracks faculty performance reviews annually.

Responsible for staff development and training programs, including needs analysis and strategies; partners with HR Learning and Institutional Effectiveness for content and delivery as appropriate; participates in the evaluation of training programs to measure objectives being met toward successful outcomes.

Provides leadership and ongoing guidance in maintaining an inclusive working environment that is free from discrimination and harassment. Ensures ORC staff are current with regard to non-discrimination and sexual harassment prevention training.

Responsible for managing and updating the ORC Affirmative Action Plan and goals.

Oversees performance management process and employee relations. Monitors the employee performance appraisal programs to ensure reviews are timely, goals are appropriate, measurable, and achievable. Collaborative with HR Employee Relations regarding performance appraisals and general employee relations issues.

Works closely with management and employees to improve work relationships, build morale and increase productivity and retention.

Processes and approves all requests for tuition reimbursement.

In collaboration with HR Leave Administration, reviews and monitors FMLA/WC process for all ORC employees.

Administers employee relations programs and activities such as employee recognition and service award ceremonies, social functions and general meetings to maintain a positive employee relations climate.

Serves as a member of the Human Resources Advisory Council.

All other duties as may evolve and/or be assigned as appropriate for the position. May be called upon to perform other duties by the Sr. Associate Dean of the College of Graduate Studies.

Minimum Qualifications

Master’s degree in an appropriate area of specialization and six years of appropriate experience; or a bachelor’s degree in an appropriate area of specialization and eight years of appropriate experience.

Must be a highly motivated, self-starter who can work independently and without extensive supervision. Ability to analyze complex issues and develop proposals leading to solutions. Ability to exercise sound judgment and a high degree and diplomacy in responding to and resolving issues and problems in a highly professional manner. Ability to organize, prioritize work and meet deadlines. Computer skills, PowerPoint, Word, Outlook and Excel. Master’s degree preferred. Director level HR experience in a university setting (5-7 years). SHRM-CP, SHRM-SCP, PHR, SPHR or other related certifications preferred.
