Job Description

The Applications Systems Analyst Programmer Lead (Financials) reports to the Applications Systems Analysis and Program Manager. This position is responsible for leading the technical project management, design, development, implementation, upgrades, testing, conversion and on-going support of the Oracle PeopleSoft Financials and Supply Chain Management (FSCM) and Enterprise Service Automation (ESA) Grant applications system.

Oversees the management of one or more computer-based information systems and for formulating and recommending policies and procedures to effectively administer those systems.

Leads and manages PeopleTools upgrades, Financials application upgrades, patch application, environment management, integration projects with internal departments, third-party software vendors, and banking partner.

Leads and manages multiple technical projects, and directs the work of others including planning, determining, and coordinating work activities and schedules of university wide work teams, as well as technical consultants.

Responsible for interpreting departmental rules and policies related to information systems and for recommending new and improved programs to effectively manage the information systems functions.

Assists university/administrators and inter-institutional groups in resolving specific information system problems, and in disseminating information in regards to university rules, policies, and contracts.

Designs, develops, and conduct special studies in Oracle PeopleSoft FSCM, ESA, and other financial software technology information systems. Collects and analyzes data as appropriate.

Responsible for planning, organizing, and coordinating data processing programs and systems for the university and/or various university departments/units. Includes evaluating and reporting of data processing program activity and making recommendation to improve data processing operations.

Assists administrative and/or academics users in the new implementations and maintenance of Oracle PeopleSoft FSCM and ESA module functionality; responsible for forecasting and planning of data processing methods to be used.

Reviews, evaluates, designs, analyzes, and creates programming systems including program design, coding, testing, and debugging using multiple programming languages such as SQR, SQL, Java, etc. to support Oracle PeopleSoft FSCM and ESA software applications.

Designs, develops, and programs custom bolt-on applications, including program integrations to cross PeopleSoft and external, third Party applications using XML service operations and other traditional methods.

Troubleshoots technical issues, identifies modifications needed, and resolves application performance issues.

Identifies data sources, constructs data decomposition diagrams, provides data flow diagrams, and documents the process. Writes technical specifications from which programs are written.

Designs and develops all aspects of data conversion, builds application tables, pages, and reports. Codes individual modules and complex functions. Designs and builds software integrations and external interfaces. Troubleshoots and resolves software defects and issues.

Provides technical expertise and recommendations in assessing software projects and initiatives to support and enhance existing systems. Develops project feasibility report for new projects and implementations.

Performs other duties as required.

Minimum Qualifications

Bachelor’s degree and three years of information technology experience.

Preferences

Proficiency in PeopleSoft application development specifically Oracle PeopleSoft Financials and Supply Chain Management and Enterprise Service Automation (ESA) Grant applications version 9.1 or above.

Experience in leading the technical project management, design, development, implementation, upgrades, testing, conversion and providing on-going development support including leading and managing PeopleTools and application upgrades, patch application, environment management, integration projects with internal departments, third-party software vendors, and banking partners.

Experience in design, analysis, and creating programming systems including program design, coding, testing and debugging using multiple programming languages such as SQR, SQL, Java to support Oracle PeopleSoft applications.

Excellent planning and communication skills; demonstrated experience and judgement to plan and accomplish goals; and maintains a high level of initiative and is a proven self-starter.

Knowledge and experience in assessing software projects and initiatives to support and enhance existing systems to improving business controls and processes.
